Can my recipient download before the upload finishes?

Yes, your recipients can start downloading as soon as you start uploading. The link works right away, so you can share it before the upload finishes.

A download keeps pace with the upload, a folder downloads as a ZIP, and several people can download at the same time.

Keep Fileport open until your upload finishes. If it stops, downloads wait for it to resume, and an upload that never resumes is deleted after a few hours.
